A mandatory safety and maintenance plan for elevators
Most elevators in France were installed between 1960 and 1970, at a time when buildings were being constructed en masse. With close to 2000 accidents a year, the legislator has made it mandatory to bring all elevators into line. Owners, you have been granted an extension until 31 December 2010, but don’t wait, work performed before 31 December 2008 will benefit from VAT at 5.5%.
The work, otherwise known as “modernisation” by industry professionals, concerns 17 major safety points identified by Afnor (French Standards Association). Among these, cab maintenance, elevator door locking, the remote alarm for people blocked in the elevator, overspeed protection for cabs, etc.
For condominiums, this work represents a substantial amount of money, between € 20,000 and € 30,000 according to UFC Que Choisir (French consumer protection group). It would therefore be a good idea to ask for several estimates for the best competitive offer.

Various situations :
Elevators installed before 27 August 2000 must be brought into line by no later than 31 December 2010.
Elevators installed before 27 August 2000 and repaired before 3 July 2008 must submit proof of having undergone a technical inspection before 3 July 2009.
- Between 27 August 2000 and 1st July 2004
Elevators installed before 27 August 2000 and 1st July 2004 must submit proof of having undergone a technical inspection before 30 June 2009.
Elevators installed as of 1st July 2004 must be inspected within no more than five years from the date of installation.
